Reporting to the Executive Director, Indigenous Health and working in partnership with the other Indigenous Health leaders in the portfolio, the Director, Indigenous Health Service Transformation provides leadership and strategic direction for the programs and services to improve the health status of Indigenous people. The Director, Indigenous Health Service Transformation is jointly responsible for the overall operational management of programs and services with responsibility for additional assigned program(s) within the Indigenous Health portfolio. The Director supports and promotes patient-centred care, patient safety initiatives, staff motivation and support and best practices within the Program to achieve outcomes identified in the Northern Health Strategic Plan and by other agreements including the Northern Partnership Accord Memorandums and Letters of Understanding with self-governing Nations, and other guiding documents and groups. The Director establishes the operational framework and infrastructure for program delivery and planning and allocates and manages all physical, human and financial resources, anticipating future changes that will affect service delivery. In collaboration with other members of the Indigenous Health leadership team, the Director, Indigenous Health Service Transformation is a connector between Northern Health and the Indigenous people and communities that it serves to foster productive and respectful relations.

In addition, the Director provides portfolio leadership for Indigenous Health internal service transformation, including Indigenous recruitment and retention, communications, strategic projects, and enabling functions that strengthen planning, reporting, and service improvement. The Director also serves as a senior leader and partnership liaison for Indigenous Health within major capital projects and redevelopment initiatives (e.g., the Alliance model UHNBC Acute Care Tower), supporting project governance and teams to embed culturally safe engagement, Indigenous relations planning, Indigenous procurement and workforce opportunities, and transition-to-operations readiness in alignment with Northern Health commitments.

The salary range for this position is $118,923 (min) to $148,653 (midpoint) to $170,951 (max) per annum, based on 1.0 FTE. Northern Health typically establishes salaries within the minimum and midpoint of the salary range based on qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

Qualifications

• A level of education, training and experience equivalent to a Master's degree in a health related field or Business Administration (MBA) and a minimum of seven (7) years of senior management experience in health care/program management required.

Skills and Abilities:

• Sound working knowledge of planning concepts related to budgetary, staffing, quality, project management, and strategic initiatives.
• Demonstrated ability to lead change and to build and support management teams.
• Demonstrated ability to lead complex, multi-year initiatives involving major capital projects and transition-to-operations planning, including navigating matrixed governance and multiple partners.
• Demonstrated ability to provide strategic direction for communications and engagement, including partner-informed messaging, reputational awareness, and issues management.
• Demonstrated ability to advance Indigenous recruitment, retention, and staff experience through culturally safe and distinctions-based approaches, in partnership with Human Resources and operational leaders.
• High-level communication skills, demonstrated organizational, planning and interpersonal skills.
• Strong relational practice skills and experience working in partnership with Indigenous Peoples.
• Expertise in facilitating consultation and community development processes.
• Ability to work with both Indigenous and non-Indigenous cultural milieus.
• Ability to adapt readily to rapid and changing environment and respond with initiative.
• Ability to interact professionally with various levels of personnel, both internally and externally.
• Demonstrated clinical competence and understanding of clinical service delivery in urban, rural and remote contexts.
• In-depth understanding of health services and operations.
• In-depth understanding of unique needs of rural and remote communities as well as the social determinants of health.
• Understanding of UNDRIP, Truth and Reconciliation Calls to Action, and other relevant reports, legislation, and agreements as well as cultural safety, cultural humility, and anti-racism approaches.
• Physical ability to carry out the duties of the position.
• Indigenous ancestry preferred.
