REGIONAL MANAGER, CLINICAL INFORMATICS & ELECTRONIC MEDICAL RECORDS (EMR) ADOPTION

Position Summary

The Regional Manager of Clinical Informatics & EMR Adoption is responsible for the management, delivery and evaluation of clinical informatics and Electronic Medical Records (EMR) adoption services in Northern Health (NH). This role leads the team that works with NH leaders, providers and staff to change to more consistent, evidence- based clinical processes, practices, documentation, and patient/client information, enabled by digital health tools and Clinical Information Systems (CIS). The team also works to increase the effective and meaningful use of EMRs through data-informed coaching, human change management, learning strategies and networks of peer mentors. The position is the senior clinical informatics strategist and subject matter expert that translates and prioritizes clinical requirements into the selection, design, build, implementation, maintenance, and evaluation of clinical system technologies. The position is a health informatics leader, working in consultation with stakeholders to advance healthcare transformation. They utilize the framework of people, processes, and technology to improve healthcare, health spaces and services in northern BC.

Starting salary will be approximately from $102,938 to $128,673 and will be based on education, training, experience, and salaries of similar positions.

Qualifications

• Bachelor’s degree in Health Informatics, Nursing, Health Information Sciences or Business Administration.
• Seven (7) to ten (10) years’ experience working in a health care environment, including extensive experience facilitating the integration of technology and/or major complex change within clinical practice, regional policy and CIS-enabled business processes across the care continuum.
• Previous experience leading or managing enterprise systems in a complex multi-site environment, preferably integrated electronic health record-based clinic, community, and hospital information systems.
• Or an equivalent combination of education, training, and experience
• For regulated health care professional candidates current full practicing registration with the applicable provincial College or Association is required.
• Information and Management Systems – Canada CPHIMS-CA Certification is preferred.
• Current valid BC Driver’s License.

Skills and Abilities:
• Demonstrated successful leadership and management skills.
• Knowledge of Clinical Information Systems, Application Life Cycle, and Digital Health Standards.
• Knowledge of evidence-based practice, research and evaluation methodologies and translation to practice.
• Strong understanding of clinical information and data and how these are managed and operationalized within the clinical information system.
• Knowledge of information and knowledge management principles including but not limited to areas of information sharing, quality and FOIPPA privacy legislation.
• Knowledge of and demonstrated ability for continuous learning in the competency domains of Health Informatics and awareness of new trends in digital health and clinical information systems.
• Demonstrated ability to create and execute plans to deliver results working with a variety of stakeholders and digital health tools and clinical information systems while meeting concurrent priorities and deadlines.
• Flexibility to manage changing priorities and scope of work.
• Demonstrated ability to work effectively, both independently and as part of a team.
• Demonstrated ability to use effective facilitation, communication, and negotiation abilities to achieve goals and outcomes and resolve conflicts and barriers to success with diverse stakeholders.
• Proven ability to apply systems level and critical thinking in a complex health care environment to lead people and the organization through complex changes in digital health.
• Demonstrated ability to develop and deliver effective learning strategies.
• Demonstrated ability to organize, direct and prioritize work of self and teams to meet deadlines and realize outcomes.
• Demonstrated ability to operate equipment related to the work, business computer applications (MS Office, Diagramming Software, etc.) and clinical information systems.
• Physical ability to perform the duties of the position.
• Ability and willingness to travel within Northern Health’s geographic region.
